Proparco and IFC are providing a senior loan to Groupe Duval to support the newly launched “Village Notre Père” mixed-use real estate development, scheduled for completion in 2027.

The “Village Notre Père” project, for which Groupe Duval has just secured financing, involves the construction and operation of a 21 km2 mixed-use real estate project in Plateau, the business district of Côte d'Ivoire's economic capital. It is located a short distance from the Sama Tower, a previous Groupe Duval’s project supported by Proparco financing in 2018.

Proparco is committing just over €16 million to the syndicated financing arranged by the IFC, a member of the World Bank Group. This transaction further strengthens the partnership between Groupe Duval and the two lenders, who had already collaborated on the Inzovu Mall project in Kigali in 2023.

Groupe Duval is involved in this project as investor, developer – through its subsidiary Pelegrina Immobilier Côte d'Ivoire, and operator, since Odalys (its hospitality division) will manage the project’s serviced apartments. The facility will also feature office space, retail outlets and leisure facilities.

“Village Notre Père” will enhance Abidjan's international appeal by offering high-quality offices and services tailored to the needs of the business community, alongside a hotel residence that meets world-class standards.
The project is aligned with the Paris Agreements, as it will be Edge Level 1 certified, attesting to a level of environmental performance above market standards.

Éric Duval, President of the Duval Group, said: “We are delighted to be able to bring the Village Notre Père project in Abidjan off the ground. We would like to thank our partners IFC and Proparco for their trust and support in the implementation of our projects on the continent. Our ambition is to develop modern and sustainable infrastructure that meets the needs of local populations and drives economic growth in the regions concerned."

Ethiopis Tafara, IFC Vice President for Africa, said: “This investment highlights IFC's dedication to advancing Côte d’Ivoire’s urbanization goals, sustainability and gender issues by implementing EDGE green building certification and creating human resources policies that are inclusive of gender considerations.

Proparco is delighted with the dynamic partnership with Groupe Duval. We are proud to support the 'Village Notre Père’ real estate project, which will undoubtedly contribute to strengthening the supply of modern and sustainable infrastructure in the Plateau area and enhance Abidjan’s international outreach,” said Françoise Lombard, CEO of Proparco.
