Overview
Currently Deputy Head of the Water and Sanitation Division at the Agence française de développement (AFD), Madeleine Portmann leads a team managing a portfolio of around €10 billion and working to expand universal access to water and sanitation services.
Madeleine has developed extensive experience in infrastructure finance, with a strong focus on emerging and overseas markets. She began her career more than 15 years ago within the AFD Group, where she has held both financial and operational roles, including Credit Risk Analyst at AFD and Senior Investment Officer at Proparco, working on complex corporate and project finance operations. Through different positions, including postings in Istanbul and Bangkok, she has structured and supported numerous financing operations in sectors such as electricity, waste management, transportation, and of course water and sanitation, combining technical, financial and institutional approaches.
Madeleine holds a double Master’s degree in Political Science and International Business. She also serves on the Advisory Board of Nature for Water.
