Proparco supports EdenCare to accelerate the digital transformation of health insurance in East Africa

Proparco is providing a USD-equivalent financing of EUR 250,000 to EdenCare, Rwanda’s first licensed digital health insurer. The investment will support the company's expansion in Rwanda and Kenya and accelerate the deployment of its technology platform, helping modernise health insurance systems and improve access to healthcare coverage for underserved populations across East Africa.
Founded to address the structural inefficiencies of the region’s health insurance market, EdenCare operates as a primary health insurer, offering digital health coverage solutions tailored to small and medium-sized enterprises (SMEs), while also developing a B2B SaaS platform designed for other insurance providers.
A fast-growing player transforming health insurance
Since launching its insurance operations in Rwanda in February 2023, EdenCare has rapidly established itself as a leading player in the country’s private health insurance sector. With more than 30,000 insured members to date, the company has rapidly emerged as a key player in Rwanda’s private health insurance market in less than two years.
Alongside its insurance branch, EdenCare has developed an insurtech platform that automates claims management through artificial intelligence, reduces fraud and enables real-time integration with healthcare providers. Today, the platform is connected to 70% of Rwanda’s healthcare facilities, representing more than 1,300 hospitals and clinics, as well as more than 600 healthcare facilities in Kenya.
While health insurance claims traditionally take around three months to process in the region, EdenCare’s platform enables reimbursements within hours. Faster payments help healthcare facilities maintain medicine stocks, improve cash flow and serve more patients, while insured individuals can access treatment without facing upfront costs.
Delivering measurable development impact
The investment contributes directly to the digitalisation of the health sector in East Africa and supports several Sustainable Development Goals, including SDG 3 (Good Health and Well-Being), SDG 8 (Decent Work and Economic Growth), SDG 9 (Industry, Innovation and Infrastructure) and SDG 10 (Reduced Inequalities).
In a context where fewer than 16% of Rwanda’s population has access to private health insurance, and where healthcare expenses remain a significant driver of poverty, expanding access to affordable health coverage can have a transformative impact. By removing upfront payment barriers, workers and their families can seek medical care when needed, while healthcare providers benefit from more predictable and timely reimbursements.
This investment is fully aligned with Proparco’s strategic priorities to support high-impact African start-ups, strengthen healthcare systems, promote financial inclusion through insurance solutions and foster SME development across the continent.
