Proparco supports Anda to expand access to affordable mobility in Angola

Proparco announced today an investment in Anda Angola, a Luanda-based mobility and fintech company that is bringing informal transport operators into the formal economy. The financing will expand drive-to-own vehicle financing for Luanda’s transport operators and accelerate the rollout of Anda’s electric fleet and battery swap network.
Angola’s moto-taxi sector employs an estimated 1.2 million drivers, around 600,000 of them in Luanda. These drivers keep the city moving. Yet most have no bank account, no credit history, and no insurance. Because their income leaves no verifiable record, they cannot finance the vehicles they depend on, and the formal financial system cannot serve them.
Formalizing urban mobility
Anda's platform addresses a critical gap in one of Africa's most underserved metropolitan transport markets. Founded in Luanda in 2022 by Sérgio Tati and Joerg Nuehrmann, the company provides motorcycles, tuktuks, and cars to drivers, mainly under a drive-to-own and subscription models. Before going on the road, drivers complete certified training through Anda Academy, delivered in partnership with INEFOP, Angola’s national vocational training institute and receive insurance through licensed partners. They then generate incomes through street-hailing, digital ride-hailing apps, and through Anda Express, the company’s B2B delivery service. Anda operates around 2,000 vehicles in Luanda today, and its drivers earn on average about three times what they made in the informal sector.
The company connects passengers with vetted driver-partners through a mobile application, offering transparent fares and real-time vehicle tracking — primarily targeting middle-income and underserved communities across Luanda. Anda is already the main player in collective mobility in Angola through an electric fleet of two and three wheelers.
By providing a reliable, safe and affordable alternative to informal transport, the start-up helps reduce mobility costs for low-income workers, improving their access to jobs, education and essential services.
Scaling sustainable transport solutions
Proparco’s financing will enable Anda to strengthen its technology infrastructure, expand its driver-partner network and broaden its geographic coverage within the Luanda metropolitan area, while preparing for expansion into additional Angolan cities.
The investment will also support the continued electrification of Anda’s fleet and the rollout of battery swap and charging infrastructure. The company’s first Energy Hub, developed in partnership with Sonangol, Angola’s state-owned energy company, is scheduled to open in June 2026 at a central Sonangol service station in Luanda.
