Professional experience

After his training in accounting, development economics and public health, Philippe Walfard worked in Madagascar, Côte d'Ivoire, Chad and Senegal as administrative and financial director of hospitals or as a consultant in the health economy. Before joining the AFD in 2009, he worked at the Health Office of the Ministry of Foreign Affairs mainly as a financial advisor to the French administrators of the Global Fund to Fight AIDS, Tuberculosis and Malaria, the GAVI Alliance and UNITAID. In the Health and Social Protection division, Philippe had held the position of Project Manager for 7 years and notably investigated requests for sovereign and non-sovereign financing of hospitals and medical-social establishments in the West Indies and several foreign states. (Côte d'Ivoire, Chad, Mozambique, Kenya, Tanzania, Vietnam, Lebanon). Since September 2016, Philippe has been Deputy Head of this division.
