PROPARCO is cofinancing the construction of the third container port terminal in Port-au-Prince. This infrastructure, by increasing the country’s port capacity by 30%, will open up one of the poorest countries in the world.
Client presentation

Since October 2015, the Haitian company TVB Port-au-Prince Terminal S.A. (“TVB”) has been operating two port wharves under a 25-year operating contract signed in May 2015. These wharves are for bulk cargos and are located in the Varreux Terminal, one of the 3 main ports in Port-au-Prince, whose bay accounts for 80% of Haiti’s port activity.

Project description

The project involves financing the construction of Port-au-Prince’s third container port terminal, including:

  • the construction of infrastructure (wharf, storage area, buildings and offices),
  • the dredging operations, and
  • the acquisition of port equipment (cranes, reachstackers, trucks, trailers, IT, etc.). 

This new terminal will be able to receive 220 m vessels and develop more effective logistics for ship loading and unloading rates than current rates in the country. 
Once the works have been completed, the terminal’s capacity will stand at over 100,000 TEUs a year. 
This operation will meet the need to open up one of the poorest countries in the world (168th country out of 189 according to the 2018 HDI ranking conducted by the United Nations), by contributing to increasing the country’s port capacity by at least 30% and improving current port services in terms of performance, reliability and safety. 

Project impact

The project will resolve Haiti’s port infrastructure problems, by receiving over 100,000 TEUs a year, meaning an increase in the country’s port capacity of at least 30%. 
The project will also contribute to improving the reliability and safety of the service, which will also have a knock-on effect on industrial activities located near the terminal. 
In terms of employment and training, the project will help create or maintain 200 direct jobs and 350 indirect jobs, mainly related to the construction of the terminal. 
The project will thereby contribute to SDG 8 (Decent Work and Economic Growth) and 9 (Industry, Innovation and Infrastructure).
