Aritz guarantee fund
The Ariz guarantee fund, managed by AFD, partially covers medium to long-term loans, leases, bank guarantees on bonds and equity investments in small or medium-sized companies located in an eligible country. The loan beneficiaries can be a local or foreign bank, as well as PROPARCO. In equity investments, the holding company is the beneficiary, so long as its turnover remains below €460 M.
All economic sectors are eligible, except for the residential property sector and small-scale commercial outlets, and the gaming, tobacco and alcohol industries. The guarantee maturity on loans can be between two and twelve years and reach up to seven years on equity investments
Le FFEM, to protect environment
Created in 1994 by the French government following the Rio summit, the French Fund for Global Environment (Fonds Français pour l'Environnement Mondial, FFEM), which is managed by AFD, aims to promote the protection of the environment in development projects. It also contributes to mobilising international efforts on major ecological issues: climatic change, the protection of biodiversity, the management of international waters, the protection of the ozone layer, the fight against desertification, deforestation and persistent organic pollutants.
The FFEM intervenes at the request of and under the responsibility of the French ministries of the economy, finances and industry, foreign affairs, ecology and sustainable development, national education, higher education and research, and of AFD. For the 1994-2006 period, Fund endowments stood at €201 M. In 2005, a total of €21.27 M was granted for the financing of 18 projects
The Fund for Assistance to the Private Sector (FASEP)
The FASEP (Fonds d’Aide au Secteur Privé) is endowed and managed by the Ministry of Foreign Affairs and may be used in two ways:
- FASEP-Etudes aims to promote the French supply to enter foreign markets and obtain financing abroad by providing study services, technical assistance and cooperation undertaken by French companies or consultants;
- FASEP-Garanties provides guarantees for investments undertaken by SME/SMIs for the creation of subsidiaries abroad, by covering the inherent economic risk.
Centre pour le développement de l’entreprise (CDE)
PROPARCO cooperates closely with the Centre pour le Développement de l’Entreprise (CDE) in Brussels. The organisation was developed and is jointly managed by the European Union and the African, Caribbean and Pacific states within the framework of the Cotonou Agreement. The CDE co-finances training initiatives and provides training assistance that helps consolidate the start-up period or development of companies supported by PROPARCO.
The CEFEB, a centre for studies and training
Based in Marseille, the Centre for Financial, Economic and Banking Studies (Centre d'Etudes Financières Economiques et Bancaires, CEFEB) is an AFD department specialising in the training, institutional engineering and the development of methodological transfer tools. The CEFEB’s objective is to provide training for senior executives from companies, banks and financial management from countries of AFD’s sphere of activity and from the French Overseas Territories.
The centre also offers workshops for sharing experiences and strategic studies. It helps coordinate sessions within partner institutions and contributes to internal training at AFD. In 2005, 990 persons were trained by CEFEB.
