Luc Rigouzzo

Luc Rigouzzo has been appointed as PROPARCO’s CEO in June 2006.
 
He has redefined the company strategy focusing on Infrastructure and financial sectors in Africa, capital investment for SME’s in Mediterranea, and renewable energy in Asia.
 
Since 2006, Proparco has tripled its annual commitments (800 million Euro in 2008), and doubled its balance sheet and net income.
 
The company has put in place a development and environnemental impact assessment tools to all its operations, both prior to the financing decision and during project life.
 
Proparco has launched successfully a 300 million Euro capital increase of the company in May 2008, oversubscribed by Proparco minority shareholders. Leading Proparco to a unique governance and capital structure among the European financial institutions, with Public and Private Shareholders from the North and the south at its board.
 
Luc Rigouzzo, who holds degrees in both agronomy and finance, began his career as an Agronomy Engineer in Mexico. He joined AFD in 1988 as investment officer in charge of project finance in the agro-industrial sector in Ivory Coast, in Cameroon and at PROPARCO’s headquarters. 
 
In 1995, he was appointed to the cabinet of the French minister of cooperation in charge of economic and financial matters as well as the follow-up for multilateral and European issues.  In 1997 he joined the IFC (World Bank group), in charge of finance structuring in Agribusinesses in Brazil, Argentina and Central America.
 
Three years later, Luc Rigouzzo rejoined the AFD Group as the deputy director for the Mediterranean department.  In 2001 he received a mandate from Jean-Michel Severino, new AFD’s CEO, to lead the team in charge of redefining the Group’s strategy.
 
Finally, from 2002 to 2006, he created and was in charge of the department of non-sovereign funding and financial sector which represented 50% of AFD commitment last year.

Luc Rigouzzo is also currently Chairman of the Board of European Development Finance Institutions (EDFI), a group of 17 bilateral institutions which provide long-term finance for private sector enterprises in developing and reforming economies.


Laurent Demey

Laurent Demey is Deputy CEO in charge of Investments for Proparco, the French Development Finance Institution. In this capacity, he oversees the investment process and teams, and the international network of Proparco. Laurent joined Proparco in 2000, in the Banking and Capital Markets Division, first as Senior Investment Officer and from 2002 as Division Head. In 2004, he was posted in Bangkok, to establish an East Asian Regional Office, covering South-East Asia and China. Prior to Proparco, Laurent held several position in investment banking in Societe Generale, a French bank, among them investment officer on Africa in the M&A department and General Manager of SG’s stockbroker in Abidjan, Cote d’Ivoire.  Laurent holds an Engineering degree from Ecole Centrale de Paris and graduated in Development Economics from Ecole Normale Superieure in Paris.>> Contact 


Philippe Bassery

Philippe Bassery is Deputy CEO since June 2008.  He began his professional career with the Ministry of Finance, in charge of preparing the investment budget in 1975.  From 1977 to 1979, Mr. Bassery was in charge of studies at the Department of Economic Studies at EDF.  He became an engineer at the IDET-CEGOS and was sent as a technical advisor to the cabinet of the Minister of Finance of Côte d'Ivoire in 1979.  Philippe Bassery joined AFD in 1982 in charge of Central Africa, and later became the sub-director for Togo and Rwanda from 1986 to 1994.  From 1994 to 2002, he was an assessor and later inspector for the department of Internal audit, later the General Inspection.  Mr. Bassery holds a doctorate in economic sciences. >> Contact
